Although I've got a laptop, I'm wondering if I can program my Arduino with Android or iOS. That way, I could use my Android tablet or Apple iPad Pro for a portable programming set up.

I'm not sure about iOS, but ArduinoDroid is an awesome Arduino IDE for Android.

You can give Arduino Commander a spin, it's a pretty rad Arduino Bluetooth controller.

The best solution is probably to get a Chromebook, or use a cheapo laptop running a Linux distro or Chrome OS for Arduino programming. Connecting your Arduino will be a lot easier with built-in full-size USB ports.

Hi...this is a good question. What i know with my experience,  even without apps you can easily type commands in a bluetooth terminal app on android. You can do it by using iphone you will get nowhere. The $7 bluetooth that I have will not get connected to apple devices. There is an affiliate program apple enforces on device manufacturers.

An excellent question indeed! I've got an article on this topic with an overview of Arduino IDEs for Android. ArduinoDroid, Arduino Commander, and Bluino Loader are the top options for sure.
